☯ Full Synopsis : "Police Reform: Building Integrity is about the recurring problem of police corruption and contemporary efforts to find effective strategies to maximise ethical conduct. It draws on international experience, using Australia as a major source. In the last fifteen years Australian policing has been of significant interest because of the combination of advanced democratic processes, exposés of serious police corruption, and extensive - sometimes radical - experimentation with prevention strategies. The book begins with an overview of developments and issues in police integrity control globally, before giving close attention to special problem areas and to innovations in establishing and maintaining best practice. These innovations include modern methods of testing police applicants, assessing organisational integrity, mediating complaints, using stings to reveal secretive corruption, creating integrity profiles of officers and units, and developing effective independent oversight and investigation of complaints. The book is for all stakeholders in police conduct: police managers, professional standards branch personnel, general duties officers, recruits, civilian oversight agencies, civil libertarians, politicians, police studies scholars and students, and the general public. The book brings together the latest research on types of misconduct in a form that is readily accessible to a wide range of readers; with short, clearly focused, chapters on specialist topics. It balances diagnostic and theoretical explanations of police behaviour with a series of expositions of specific practical strategies for creating ethical departments."Article| Tim Prenzler| Statement ..."

☯ Full Synopsis : "A free ebook version of this title is available through Luminos, University of California Press’s Open Access publishing program. Visit www.luminosoa.org to learn more. In the United States, the exercise of police authority—and the public’s trust that police authority is used properly—is a recurring concern. Contemporary prescriptions for police reform hold that the public would better trust the police and feel a greater obligation to comply and cooperate if police-citizen interactions were marked by higher levels of procedural justice by police. In this book, Robert E. Worden and Sarah J. McLean argue that the procedural justice model of reform is a mirage. From a distance, procedural justice seemingly offers a relief from strained police-community relations. But a closer look at police organizations and police-citizen interactions shows that the relief offered by such reform is, in fact, illusory."Article| Robert E. Worden| Statement ..."

☯ Full Synopsis : "Since the demise of communism in the early nineties, police reform and human rights have become important topics in post-communist societies striving for more democratic and human rights based forms of governance. In spite of the introduction of new constitutions, the ratification of human rights treaties in many such countries, as well as the introduction of new criminal law and procedure codes, policing realities overall have proved remarkably intransigent. In this volume diverse experts from different countries discuss both impediments to and opportunities for the development of a more democratic and human rights-oriented police. As such, this volume is of importance to students and academics, as well as practitioners interested in acquiring an insight into the viability of different approaches to improve the quality of democratic and human rights-oriented policing in post-communist societies and beyond."Article| Niels A. ☯ Full Synopsis : "With nearly 20 percent of the world’s population located in China, what happens there is significant to all nations. Sweeping changes have altered the cultural landscape of China, and as opportunities for wealth have grown in recent years, so have opportunities for crime. Police Reform in China provides a rare and insightful glimpse of policing in the midst of such change. The book begins with a historical account of police reform in the region since 2000. Next, it discusses the difficulties encountered in trying to understand Chinese policing, such as outdated perceptions, misinformation, cultural ignorance, ideological hegemony, and problems with paternalistic attitudes. The book recommends studying China from a local perspective informed by local research and data, suggesting that understanding China requires a cultural shift to the Chinese way of life in "thinking" and, more importantly, "feeling." The author then summarizes selected policy papers from Gongan Yanjiu, a leading international policy journal. He first documents how the thinking and aspirations of various generations of Chinese leaders from Mao to Deng, and now Jiang and Hu, came to affect Chinese policing in theory and practice. He then addresses the emergence of a police legitimacy crisis as evidenced by the deterioration of public image and rebellions against police authority. Demonstrating how old ideologies are increasingly in conflict with the values and lifestyles of a new mentality, the book discusses steps that can be taken to improve professionalism. The final chapters investigate such problems as abuses of discretion and the improper use of firearms and highlight the importance of understanding the Chinese people, culture, values, and interests in order to truly effectuate successful police reform."Article| Kam C. ☯ Full Synopsis : "The urgent need to professionalize Mexican police has been recognized since the early 1990s, but despite even the most well-intentioned promises from elected officials and police chiefs, few gains have been made in improving police integrity. Why have reform efforts in Mexico been largely unsuccessful? This book seeks to answer the question by focusing on Mexico's municipal police, which make up the largest percentage of the country's police forces. Indeed, organized crime presents a major obstacle to institutional change, with criminal groups killing hundreds of local police in recent years. Nonetheless, Daniel Sabet argues that the problems of Mexican policing are really problems of governance. He finds that reform has suffered from a number of policy design and implementation challenges. More importantly, the informal rules of Mexican politics have prevented the continuity of reform efforts across administrations, allowed patronage appointments to persist, and undermined anti-corruption efforts. Although many advances have been made in Mexican policing, weak horizontal and vertical accountability mechanisms have failed to create sufficient incentives for institutional change. Citizens may represent the best hope for counterbalancing the toxic effects of organized crime and poor governance, but the ambivalent relationship between citizens and their police must be overcome to break the vicious cycle of corruption and ineffectiveness."Article| Daniel Sabet| Statement ..."

☯ Full Synopsis : "This book explores how and why police reform became an international phenomenon in the era of statebuilding that followed the end of the Cold War. Police reform has become an indispensible element in the spread of liberal democracy. Policing is distinguished by its ability to combine reasonable and forcible methods to preserve and spread liberal values. The book examines the reason police reform was introduced as a method of building consensus in Latin America and the Balkans and documents the development of its use in Africa, the Middle East and the Caucasus region. It illustrates how police power binds the liberal value of freedom to the security needs of post-conflict regions and discusses its force as a strategy to bring law and order to a global security domain. Drawing on a multi-disciplinary approach to the subject, the book delves deeply into policing as a method to bring coherence to global security. It traces the presence of coherent police strategies in contemporary international relations through studies of the United Nations, the European Union and the Organization for Security and Cooperation in Europe. By contrasting police reform with security sector reform, the book explores how liberal peace is imagined by the international NGO sector, state aid agencies and international organizations. This book will be of much interest to students of statebuilding, post-conflict reconstruction, critical security studies, development studies and IR in general."Article| Barry J. Ryan| Statement ..."
